    12-28 isn't an unusual size. It's a downright weird one. Are you
    sure you measured correctly? If you have, I'd try two things. find
    a carb in a junkyard. Got a fastener supply place around, locally?
    They might be able to sell you one, if only out of pity. (Fastenal
    does list 23249, 12-28 1 1/4, socket head cap screw, $.98 per; I
    don't deal with them so I don't know if they've got a min. order or
    not)

    Failing those, you could do something visicious like re-tapping the
    hole for a sane screw. Or maybe there's a metric (or BA!) screw size
    that's really close?
