12-28 is a standard size - it's just that nobody uses it.
It's close enough to 1/4" that it's not worth the effort.
Have you tried a local carb shop ofr a leftover? I find
groveling (and doughnuts) works well on such occasions.
If not, Loctitie makes a screw thread product ostensibly
for use in stripped screw holes. Seems to me using that
producto to resize if for a #10 screw might work.
