    Well, my first guess is the gauge is wrong. With the Rover cold, remove the
    radiator cap, start the engine and wait for it to come up to temperature.
    You may have to drive it briefly for this, depending on ambient temperature.
    When it's warm, stick a candy thermometer into the coolant, and see what it
    reads. If you don't have a candy thermometer, go buy one; they're cheap.
    Stick it a pot of boiling water to make sure it's reasonably accurate before
    using it. If the temp in the radiator is fine, (some where between 75 and
    90C depending on which 'stat is installed) your gauge is suspect. If it's
    an electric one, suspect the sending unit or the voltage stabilizor.
