The stromberg is a downdraft. Molded into the carb body is:

The body sits on a cast iron throat which attaches to the manifold. On
this piece is stamped: BXOV-1 (I think).
Also, the carb is upswing actuated (like the solex) which makes sense
as that is probably what it replaced (vehicle is a 64 model - ex
military I think judging from the turnsignals on the wings and that
fact that it was set up as a full length soft top.
Adding to the curiosity -- I discovered today that by advancing the
hand throttle a significant amount of power can be found that the foot
pedal does not unleash. The hand throttle is a semi-curved affair with
a knob that can be moved to the right or left that ties into the carb
linkage via a rod coming through the middle of the firewall. I'll have
to check out the linkage system to figure that one out but the vehicle
has much more power than originally evident.
Still seems overly rich.
