Keith makes a good point here. A turbo doesn't inherently need many
thousand RPM to give any benefit. It's all got to do with the size of
turbo. If you could find one small enough it would spin up at idle. There
is always going to be a down side somewhere else though.

And a positive displacement supercharger (Roots etc) works from zero RPM
upwards, actually being more effective at lower RPMs than at high.
