I'd think not. Sounds to me like you have multiple issues
here - the freeplay and the stiffness.
The freeplay sounds like the steering box needs adjusting -
not a difficult thing to fix. Have a look in the Green
Bible for the procedure to do so, or ping back here and an
abbreviated version can be had.
The non-return can be several things - the primary one
being alignment. If the toe-in isn't right then this can
happen.
Considering, though, you mentioned that the car got stiff
to steer after sitting I'd suspect a frozen/rusty ball
joint in the steering linkage somewhere. If one of the ball
joints starts to lock up all sorts of lovely things can
happen, present symptoms included.
Get on the steering bars with a pipe wrench or a big pair
of channel lock pliers and rock the bars - make sure the
balljoints are free. If any of them seem suspect then it's
time to dismount the tie rods and drag links and have a
look at the individual ball joints.
