LRO: Diesel timing question

    Hi;
    I have 2.25 diesel from a 1963 109
    The timing marks on my flywheel are
    EP
    14
    13
    TDC

    Manual says to use 16 for older pumps and 15 for newer pumps.
    So where doe this flywheel fit in?

    Also I can't rotate the distributer pump far enough to line up the timing mark (A) to where it should be. Tried with the flywheel at 13, 14 and where 15 and 16 would be.

    What component is worn most likly?
