    Steve.
    I've been around tractors that use the DPA pump for way too many years
    now.
    This what I have observed. If the engine will idle there is little wrong
    with the pump. If the engine will rev to mid range falter but pick up
    again when the speed is reduced you probably do not have air getting
    into the system.
    What your symptoms point to is fuel starvation.
    No one has mentioned fuel gelling. What is the temperature at your
    location and how old is the fuel in the tank. If it is cold and there is
    a possibility you have summer grade diesel there's an excellent chance
    you have having gelling. The solution is to dump in winter fuel
    conditioner.
    If this isn't likely to be the case then look for any possible cause for
    fuel starvation.
    If the filter is as I suspect a CAV unit it can have a water trap added
    to replace the bottom bowl and attachment bolt. This a available as a
    part for a Massey Ferguson 165 tractor among others.
    For the filter itself cross reference to CAV.296
