The collar serves to positively locate the relay until he rustlock process
takes place. It isn't critical so long as some process is used to stop the
bottom of the relay moving around. I used wedging washers instead of the
collar.
A related question - how crucial is the collar that mounts to the bottom of
the steering relay. As many have noted, the relay likes to stay in place
once the collar is removed. All the mounting bolts in mine are snapped off
in the frame...
