    SOunds like the gear isn't sliding freely on the shaft.
    What engages the gear on a Series is the quick snap as the
    motor starts to spin - it causes the gear to travel on the
    spiral and engage the ring on the flywheel.

    First thing to do is get the starter out and clean the
    shaft thoroughly. No grease - that will bung it up. Follow
    the manual procedures on cleanup and lubrication (none is
    good) and that should do it.
