    Those shear bolts are probably the result of legislation passed at the urging
    of the insurance lobbies. Came out about the same time as locking steering
    columns, early seventies, I'm guessing. Not the fault of the manufacturer.
    Sometimes its easier to remove or drop the steering column to get to them.
