I, in my infinite practicality, want to turn it into the central point of my

After having to look at the old non-running beasts now for a few months, I

Check the output from the alternator and the harness running to and from the
alternator. Insulation may be melted through causing a short and thus
preventing proper charging. The melting may occur near the exhaust manifold.
Don't ask how I know. Otherwise I would say it may be a faulty alternator.

Subject: Spark plugs

Hello,
As I was needing some new spark plugs for my 3.9 V8 I
wasn't sure which type to get. The standard Champion
ones were nothing special and cold starting on frosty
mornings was pretty poor. I didn't go for those Splitfire
ones as they are pretty pricey so I bought those new
Bosch Super4 plugs. They have got 4 electrodes which is
not a new idea but they claimed better starting, more
mpg, better mid-range acceleration and all the usual
bollocks. Anyway, as they weren't that much more dosh than
standard plugs I fell for it.
They turned out to be much better at cold starts as promised
and ever so slightly better for acceleration. I don't know about
mpg but they are no worse anyway.... So if you need some new
plugs then give them a try. (18 quid for 4).

Subject: OVLR Birthday Convoy

Mike Johnson and myself were going to meet at the Thousand Island bridge on
Friday June 20 in the late afternoon to convoy to Silver Lake for the OVLR
birthday party. Is there anyone else coming up Rt 81 who would like to join
the pack? How about it Mike L? Anyone from the Syracuse or Ithaca area
planning on heading north for the party? Dave B are you coming up from the
DC area? The larger the group the better when we go thru Canadian customs.
There is safety in numbers.
Two weekends ago I was crossing the border on my way to northern Quebec for
our annual fishing trip and there was three of us in the vehicle and 5
cases of beer. Canadian Customs said we had 2 too many so we would have to
pay duty on two cases. I said no problem and got to pay the duty. They
asked me the value of the beer and I said $10.00 per case ( actually the
beer was free, one the guys on the trip works for a beer distributor). They
told me the duty was $17.49 and I almost told them they could have the beer
but where were going fishing there is no way to buy more beer when you run
out when you are 60 miles in the bush. If you want to buy Canadian beer
you get at the duty free store before Canadian customs for $10.80 US per
case (it is about $26.00 Can in the beer stores in Canada).

I would suggest at least a 44 double D cup, it is about as big a bkini

passenger's. Should work OK without hoops, but you might get pulled over
for wearing such a ridiculous contraption.

Labatts Extra Dry is the special of the month at the Beer Store
(monopoly run by the two big breweries). C$12.50 for 12. Cheaper than the
duty free if you like that flavour. Other stuff is more that the DUty

High 50's per litre for the 87 octane, high 60's for the 92
octane. Varies quite a bit.

mmmm. lessee here. Got a multimeter? No? Get one? Got one? Good. Battery
voltage should be 14.5 volts with the motor running, about 12.5 off. When
its crankin the starter, should be no lower than 10.5 or 11.
Now check for voltage drops in the system:
Place one lead on one side of a connection and the other lead on the other
side of the connection, with the connection still connected. For example,
if you are checking the ground cable to battery connection, one lead goes
on the -battery post, and the other goes on the clamp around the post. The
meter should read 0 volts. Any voltage that registers on the meter is NOT
getting through the connection.
Do this on all the connections in the system. Put one lead on the
alternator casing and the other on the battery - post. If thre is a voltage
drop there then work back through all the ground connections to see where
it is. Also make sure you check the connection at the starter solenoid.
Anyway, you get the idea. Add em all up and there should be less than .5
volts drop through the charging system.

let us know what happens.
later
Dave

Subject: Re: Bikini Top?

This is something I wrote up for a buddy of mine, but it applies here.....

                    ajr

This is a fairly simple bit of construction, provided you can get the
materials.
First off, nip around to your neighbor's back yards at night and steal 2
Primestar satellite dishes. These are to provide stuffing for the bikini.
Paint them pink, and leave the cable attachments on the back (removing the
feedhorn from the front) for the proper "interested" look.
Using slotted steel for the attachments, bolt the dishes convex side up
over the front seats of your Rover. After they are secured, drape them in
Spandex (preferably an eye-catching bright red or black, or white lace for
the "Fredericks of Hollywood"look), fastening using tie strings at the
sides and front to avoid wind-blown "accidents"...
8*)
Honestly, near as I can tell the best material for a bikini top would be
the remains of a pickup tonneau cover. They're heavy cloth-backed vinyl and
already have a rolled edge for fastening under a rail. The rail can be had
at a marine-supply house or an RV center - they use it for fastening
awnings and the like.
Were it me, I think I'd put a strip of rubber under the rail and fasten it
back over the rail and the front of the vinyl/canvas - just to act as a
drip edge and keep the rain out of the joint between the top and
windshield.
Bolt the rail to the top of the windscreen, measure and cut off the old
tonneau cover to fit over the front seats with 6-12" of extra at the back.
Seam it and put in 3-4 BIGASS grommets - these get used for bungees to hold
the top taut over the rollbar behind the seats.
You do have a rollbar, right?
If no rollbar, you're going to have to rig a hoop for the top to drape over
at the back. A tubing bender and some 1" EMT seems to be the trick here,
with a couple of welded washers to hold them in place in the tubes on the
back of the bed. Run 2 pieces of the tubing forward, flatten and drill
them, and bolt 'em to thecorners of the windshield to give the hoop some
support at the top - simple to rig, no? A bit of foam pipe insulation
around the EMT wouldn't be a bad idea either, both from the head-bump and
cloth wear sides.
That's about all I can think of. If you can't manage to bag an old tonneau
cover, then a trip to the fabric store for some urethane-impregnated tent
cloth is in order. The stuff is what I'm using for my pickup bed cover.
Canvas it ain't, but it's light, relatively waterproof and available. I'd
personally kill for a canvas bed cover - but I can't find any.
                    aj"I talk too much....."r

This is a surprise. The fed's must have gotten a tip or it's a

Greed didn't seem to play a part in it. He just wanted something that

There is *no* US law that requires you to use a "Registered Importer"
for a 1972 and earlier vehicle. Due to their age of 25+ years, these
vehicles are exempt from DOT and EPA regulations. The Customs officer
will exempt and clear these vehicles provided you have some (any!)
documentation such as title papers, a bill of sale (easy), or a shipping
manifest with the model, year, and VIN number on it. Besides, *YOU* will
be making a declaration by signing the application forms with your name
and address all over them. If the Fed's want, they'll know where to find
 you!

You've just managed to scare the beans out of most everyone! Importing
a 25+ year vehicle into the US is a piece of cake and an entitlement to
every American. Get a spine! The Customs officers we deal with are very
serious about the word "service" in "US Custom's Service", and extremely
friendly yet professional. Where is your "importing/exporting experience"

brakes, drums, a jerry can mount, with can ! ETC. It DOESN'T have ; engine

Subject: Zenith 361V popping noises
Date: Fri, 30 May 1997 16:25:00 -0400

Some P.O. has installed a Zenith 361V on my '65 SWB. Since I fixed the
exhaust problems (which were monumental) I've had a chance to listen to
it run a bit. I'm hearing a popping, crackling sound coming from the
carburetor. My shop manual listed a mixture problem as a possible
cause, but I can crank that screw in or out all the way and it has no
effect on anything- no change in the idle speed or sound at all.

I was cruising around the British Pacific web site this afternoon and
found a page detailing a known flaw in the 361V. Apparently there is a
warpage problem which can lead to an extremely rich mixture if a
redundant air passage is not plugged. They say one of the symptoms of
this is that the mixture adjusting screw has no discernable effect.

I'm wondering how common this really is and if it might also cause the
popping sound I described above.

Thanks for your help.

Not surprising. Five years ago one of the larger UK LR exporters told me
they had arranged shipping etc for at least one 110 with a SIIA number
plate. They seemed to think it was humorous that US Customs didn't know
what they were looking at. Sleeping dogs sometimes wake up, and they can
be in a bad mood.

Some clarification is desired. Is it your understanding that US Customs
is firmly requiring everyone to import 25 year old SIIIs through a
registered importer, just saying it will greatly simplify the process,
or is this peculair to your particular situation (military, gov.
employee or whatever)? I thought registered importers and doucmentation
from Land Rover were needed only for less than 25 years old. (basically
impossible to do however) What is the rationale / legal basis if this is
supposed to apply to everyone?

Somebody wrote on this subject <<These vehicles are exempt from DOT and EPA

1965-1975 Land Rovers ARE NOT EXEMPT - They simply already comply with U.S.
regulations that were in effect at the time of manufacture. However, U.K.
vehicles do not have any emissions equipment that may have been required here
(my trucks are old enough to be exempt from emissions tests anyway, so I'm
not familiar with SIII's, but would imagine that they at least had a pcv
valve). I'd guess that due to their original classification as utility
trucks, that this ' may ' get them around EPA, but this would be up to the
Customs officer that you're dealing with (they are the first people to sign
any paperwork, so if they're in a good mood, it's no problem, but if they're
not, expect to ship it back!)

Here in Los Angeles, Customs can be a bunch of &^$%^%&^^, but if you're an

great inspectors there.

Possible confusion: California smog requirements are not the same thing
as federal pollution requirements. '65-'75 LRs may meet CA smog
requirements, but not necessarially federal requirements.

The first federal pollution req. arrived in '67, and a vehicle only
satisfies the law if it has a label from the original manufacturer
stating that it meets the requirements plus it's original equipment (or
equivalent replacements), or it has been tested and certified by a EPA
registered facility as meeting the requirements. Of course the Customs
folks might not be familar with what was original equipment. As far as I
know Customs only checks for federal compliance, not state compliance.
EPA routinely grants waivers for vehicles 21 years or older, and Customs
may assume there is a blanket waiver for 21 year old vehicles.

Federal safety standards are slightly different. The first federal
safety standards went into effect around 1968. However, vehicles 25
years old do not have to meet them to be imported. Newer vehicles need
(law revised several years ago) either
   1) a label by the original manufacturer installed at the time of
manufacture certifying the vehicle meets applicable federal standards,
   2) a letter from the manufacturer stating that the vehicle is the
same design and has the same equipment as vehicles manufactured which
were certified as meeting applicable federal standards,
or 3) certification by a registered importer that the vehicle now
meets applicable standards.
You also need to have all the applicable equipment, but equipment alone
isn't enough. I understand that LR like most manufacturers does not
issue letters, and no registered importers convert and certify LRs.

The net effect is that if your LR is old enough to be exempt from safety
requirements (25 years) it is old enough to be waived by the EPA (21
years), and thus be legally admitted to the US. Compliance with state
requirements for registration may be another matter.

I've gleaned the info on pollution requirements from secondary sources,
and the safety requirements directly from the DOT regulations. You may
want to verify the above with Customs and/or EPA before importing a
vehicle.

David Cockey

Subject: SER: Bubble or double? Brake line flaring...

Hello all,

Which is required? Bubble flaring or double flaring? When I look at old
brake lines (some are original, I believe...) I find both types of flaring
in the brake lines. How do I know which type of flaring I should do?

Thanks for your help,

Michel Bertrand
