    The plate can be separated from the tank with considerable effort and not a
    little aggravation. It appears that the two were adhered with some kind of
    asphalt (!) sealant or somesuch. Designed to keep water/salt/etc. out.
    Rather, it provides a nifty, concealed place for the rustworm to hide and
    do its worst at its leisure , eating the tank from the outside in.

    Quintin Aspin has the neatest fix. Once the plate and tank bottom are all
    cleaned up, the butters both sides up with West epoxy, aligns the two
    pieces, then places a spare wheel or two on top. Epoxy (depending upon the
    mix/type) cures in a couple of hours, but there is no place for the
    rustworm to hide anymore.
