Joe, get the load up off the tyres in the front - jack her up.
Then go through the steering system and shake things - a lot of times the
tyres being on the ground (and their loading) will mask problems.
What you have sounds to me like the bottom pinch bolt on the relay arm
isn't tight enough. Ids the lower ring in place on the steering relay's
mounting? If not the whole relay can shift.
